SB 26-189 replaced Colorado's original AI Act (CAIA) in May 2026. The bill text sets high-level definitions and obligations. It leaves the operational detail (what counts as a "high-risk" system, what documentation must look like, how complaints get handled) to the Attorney General's rulemaking.

Rulemaking is a formal process. The AG's office is required to consider public comment from Colorado residents, businesses, workers, and advocates. Comments that are specific, lived, and local get more weight than form letters and copy-paste talking points. This is where your voice actually moves the dial.
